How much water do Winchester gutters carry?
NOAA's 1991 to 2020 climate normals for Winchester show 39.96 inches of precipitation a year. The total is spread across every month, from 2.23 inches in February to 4.39 inches in September, with May, June and September each near or above 4 inches. Summer and early fall thunderstorms bring the short, heavy bursts that overwhelm small or clogged gutters. On a 1,500-square-foot roof, every inch of rain comes to more than 900 gallons of water that has to go somewhere.
How do snow and cold affect gutters here?
The same normals put the average January low at about 21 degrees. Frederick County's building inspections office lists a design ground snow load of 35 pounds per square foot for most of the county and 40 at higher elevations in the northwest, along with a frost depth of 24 inches. Snow sliding off a roof can bend gutters and hangers, and a gutter clogged with leaves holds water that freezes in place. Clearing gutters before hard freezes, using closely spaced hidden hangers and asking how a guard handles snow all help.
Why are there so many leaves?
Frederick County sits at the northern end of the Shenandoah Valley, between the Blue Ridge and the Allegheny ridges, with forested mountains on its western side. It's also orchard country. Virginia Cooperative Extension reports, from the 2017 Census of Agriculture, that the county harvested 4,400 of Virginia's 10,879 acres of apples, about 40 percent, more than any other county.
What gutter size should I have?
Five-inch K-style gutters with 2-by-3-inch downspouts are the most common setup. Six-inch gutters with 3-by-4-inch downspouts carry much more water and suit large or steep roofs, long runs and corners fed by valleys. Gutters that overflow while clean are often undersized or short on downspouts.
How do gutter guard types compare?
| Guard type | Good for | Watch for |
|---|---|---|
| Stainless micro-mesh | Needles, seeds, wooded lots | Fine debris can sit on top and need brushing |
| Perforated aluminum | Large hardwood leaves at lower cost | Needles and small seeds pass through |
| Reverse-curve hood | Big leaves, solid appearance | Overshoot in hard rain; visible from the street |
| Foam or brush insert | Quick, inexpensive fix | Traps debris, wears out sooner |
What license does a Virginia gutter installer need?
Virginia's contractor statute sorts licenses by job size. Class C covers single jobs worth more than $1,000 but less than $30,000, with total work under $250,000 in a 12-month period. Class B covers single jobs from $30,000 to under $150,000, and Class A covers $150,000 and up. Licenses also carry specialties; the Home Improvement Contractor specialty covers repairs and improvements to houses. Ask which class and specialty the company holds, make sure the number appears on the contract, and look it up on DPOR's License Lookup.
Do gutters need a permit in Winchester or Frederick County?
Virginia's Uniform Statewide Building Code lists work exempt from permits. Gutters aren't named, but the code exempts construction and repair work the building official deems minor and ordinary, and it exempts replacing any amount of roof covering or siding on houses. Two exceptions matter: the building official may require permits for replacement siding, roofing and windows in a historic district, and for any exempt work in a special flood hazard area. Ask the City of Winchester for city addresses and Frederick County Building Inspections for the county, including the towns of Stephens City and Middletown.
What about the Historic Winchester District?
The city's locally designated Historic Winchester District requires a Certificate of Appropriateness before exterior alterations to a property. The Zoning Administrator or the Board of Architectural Review approves it, guided by the city's design guidelines. Properties only in the separate National Register historic district don't need a certificate from the board for exterior changes.
How do I protect myself when hiring?
- Check the license on DPOR's website and get the number on the contract.
- Ask for a certificate of liability insurance.
- Get a written contract naming gutter size, guard product, downspout count, warranty and payment schedule.
- Keep the down payment near 10 percent, as the Board for Contractors suggests.
- If you signed during a home solicitation sale, Virginia law generally lets you cancel until midnight of the third business day.
